The Coalition Warfare Program (OUSD(AT&L)/International Cooperation) funds projects that engage in research and development with foreign partners aimed at:
- accelerating the delivery of high-quality solutions to warfighters

- strengthening global partnerships.
The Office of Naval Research Global (ONRG), an international arm of the Office of Naval Research, is responsible for fostering and building international connections that address science and technology needs of the naval fleet and the international community. The U.S. Air Force European Office of Aerospace Research and Development (EOARD) is the European Component of the Air Force Office of Scientific Research, one of ten directorates of the Air Force Research Laboratory. it is responsible for helping the U.S. Air Force and the Department of Defense (DoD) benefit from investment in international expertise, research and technology. The Telemedicine and Technology Research Center (TATRC) is a component of the U.S. Army Medical Research and Material Command. TATRC fosters research on health informatics, telemedicine/m-health, medical training systems, and computational biology, and promotes and manages science and engineering in other key portfolios, exploring models of high risk and innovative research, and putting research findings into the hands of warfighters as well as looking toward wider civilian use. The Advanced Distributed Learning (ADL) Initiative was established in 1997 to standardize and modernize training and education management and delivery and is part of the Department of Defense (DoD) Office of the Deputy Assistant Secretary of Defense (Readiness). The vision of the ADL Initiative is to provide access to the highest quality learning and performance aiding that can be tailored to individual needs, and delivered cost effectively at the right time and at the right place.
